Nearly 40,000 social homes will fail to meet decency standard by 2015

A review by the Scottish housing regulator charting landlords' progress towards achieving the Scottish housing quality standard said nearly 40,000 Scottish social homes will fail to meet the government's decency standard by the 2015 deadline
According to the review:
- 18 per cent (108,231) of homes had not complied with the standard at the end of March 2013.
Housing associations and councils also estimate that:
- 38,049 homes (6.4 per cent of the social stock) will need an exemption from the standard, which the government says should be reached by April 2015.
Inside Housing reports that exemptions are granted to landlords if there are financial, legal or technical reasons why the standard cannot be achieved.
The highest non-compliance rates across all landlord types are for the energy efficiency criterion.
- Landlords anticipate spending around £852 million in 2014 and 2015 to meet the standard, with housing associations drawing down £309 million from private lenders and local authorities borrowing £551 million to fund the SHQS and other stock investments.
Michael Cameron, chief executive of the SHR, said:
"Landlords are making steady progress towards the 2015 SHQS target.
As we get closer to 2015, it is important for landlords to continue to improve and enhance the information they hold on their houses to ensure that it is up to date and accurate."
