THE MUCH ANTICIPATED HOUSING WHITE PAPER 'POLICIES'

The much anticipated Housing White Paper which has been revealed by the government yesterday has unveiled some new policies and retained more old ones.
The new policies in the White Paper stated by Inside Housing are as follows:
- The implementation of a standardised way of calculating housing demand in order for councils to use lands more efficiently by building at higher density and taller. Nevertheless, the government has not decided how this will be implemented
- An expansion in time for councils to use "completion notices" (which have been available to councils since 1968), demanding developers to build within a shorter period of two years instead of three
- The availability of starter homes to households with an income of below £80,000 or £90,000 in London; buyers would require loans of 4.6 times their income to buy the most expensive in London
Here are some retained policies:
- A 'de facto' presumption in favour of housing on suitable brownfield land which was proposed in a planning consultation in December 2015
- The using of £3bn Home Building Fund to help small independent builders into the market was announced at a party conference in October
- Local councils already support other councils to make the most use of empty homes
- Gavin Barwell had announced plans to protect leaseholders from unreasonable and unfair abuses in December
