Mutual Public Service set up for adult health and social care

Cheshire West and Chester Council has set up a new Public Service Mutual to deliver adult social care and health provisions.
The new organisation, which will give customers and staff a greater say in how services should be run, will see over 500 council staff transferred into the Separate Legal Entity.
Executive member for adult social care and health, Brenda Dowding, said:
Service users really want quality. The proposed mutual is saying quite clearly it will be founded on the principle of competing on quality and not price.
I think our service users were reassured by that. Offering people choice also tends to drive up quality and involving people in designing their own services will improve the quality of provision.The council said the new arrangements will enable services to compete with other providers within the domain of personal budgets and would be more conducive to innovative delivery models.
A number of services will be kept in-house and redesigned with health partners.
