    Big Lottery Fund's Dharmendra Kanani says each of the cross-sector partnerships chosen will have to show they understand the problem and how they will effect change.

    The Big Lottery Fund has identified 15 voluntary and community sector organisations that are in the running for a share of £100m of funding designed to support people with multiple and complex needs.

    Under the fund, called Fulfilling Lives – Supporting People with Multiple and Complex Needs, each organisation will lead a cross-sector partnership that will bid for between £4m and £10m over five to eight years. The money will be used to improve the lives of people struggling with multiple entrenched problems such as homelessness, substance misuse, mental health problems and re-offending.

    The 15 lead organisations will each submit detailed bids for funding to the BLF. Each organisation works in geographical areas selected by the BLF because they have significant concentrations of people with multiple and complex needs.

    The BLF said in July, that partnerships must be led by VCS organisations and should be cross-sector.

    Dharmendra Kanani, England director at the BLF, said:

    We allowed breathing space for each local area to come together to form a partnership of key players responding to the issues among themselves, and then elect the lead partner.

    We're looking for the best pre-nuptial agreement on these partnerships.

    If a partnership cannot get its act together, that says something about its ability to deliver.

    Funding decisions will be made in the spring.
